The KLT was included in the Memorandum of Understanding signed by the Department of Labor and Employment (DOLE) and Ministry of Labor of Korea on April 23, 2004. Under the MOU, the KLT shall be implemented starting August 17, 2005 for those who want to work in Korea under the Employment Permit System (EPS). The KLT shall be conducted three times in a year. The sectors that are open for Filipino workers under the Korea EPS are Manufacturing, Construction and Agricultural sectors.
The Philippine Overseas Employment Administration (POEA) is the authorized agency of DOLE to implement the KLT in the Philippines, in cooperation with the designated Korean test agency which is the International Korean Language Foundation (IKLF). The Technical Education and Skills Development Authority (TESDA) shall assist POEA in the administration of the KLT.
The International Korean Language Foundation (IKLF) is the only test agency for the Philippines that was designated by the Ministry of Labor of Korea to give KLT to EPS applicants. |

18 to 38 years old (the 40 year-olds in the Philippines are considered 41 in Korea and will not be given visas if not qualified voluntary leaver)

High School Graduates with working experience of at least three (3) years
-
Working Experience of at least one (1) year, if college graduate
-
No criminal record in the Philippines and Korea
-
No record of illegal stay in Korea
-
Not restricted from re-entering Korea or have completed the required period before going back to Korea
-
Able-bodied workers or physically and mentally fit to work

Ex-Korea workers who have record of illegal entry, illegal stay, overstay or run-away

Those with physical defects like amputated fingers
-
Those who have previous cases of hepatitis B, tuberculosis, color-blindness, hearing impairment

Those who do not have experience in tedious jobs commonly found in construction, manufacturing and agriculture sectors.

Applicants who have difficulty learning the Korean language

Listening: 25 questions – 100 points, 40 minutes
-
Reading: 25 questions – 100 points, 50 minutes
Total: 50 questions – 200 points, 90 minutes

POEA Manpower Registration Form for EPS

Copy of Passport or ID Card

6 pieces 2x2 ID Pictures
-
Valid medical certificate, if available

Be at the examination site one hour before the test.
-
Submit your certificate of registration, proof of payment and passport.
-
Listen carefully to the instructions of the examination proctors.

Answer the examination questions carefully.
-
Mobile phones are not allowed inside the examination room.
-
Do not attempt to cheat or you will be disqualified from EPS – KLT.
-
The KLT is given continuously in 90 minutes without interval
